There are many of these ponies tethered along the dunes of the industrial North East coast. In the past they pulled carts out into the sea at low tide to bring back the black, glossy sea coal that locals used to sell and my family used to buy as a cheaper alternative to 'mined' coal. They are now redundant, as are, ironically the industrial buildings in the background, as the coal mines themselves and the factories that replaced them, all close, adding an extra are of grimness to the area.
